Microsoft translator api missing regions #63

I'm trying to set up microsoft translator api, but the region that our client set up in Azure is not available in the drop down.

Fix for this (and more flexibility when they change) will be in the next release (v13.2.8/v15.0.3)

without these two releases the value can be written into the Translate_Provider_Settings but that is a bit of clunky pain.
