You need to enable Regionerator in the worlds you want it to run on. You haven't configured any worlds, so Regionerator does not have anything to do. https://github.com/Jikoo/Regionerator/wiki/Configuration#worlds

Okay, and when is your world provider loading? Sounds like your worlds aren't available on startup. Startup logs would help, not just the snippet where Regionerator enables.

BentoBox is the provider, Though I changed
"days-till-flag-expires: 182" to 1 and

Then did /regionerator reload and it worked.

None of those setting changes have any effect on how Regionerator considers worlds to be available. You likely just got lucky with plugin load order this time, meaning it may break next time.
Very odd considering BentoBox is a softdepend, so that makes me think you have a circular plugin dependency somewhere preventing resolution of that. All of this is in your startup logs, which is why I asked for them, ideally from a startup where Regionerator cannot locate worlds.
