Outline Client

What are you trying to do? What is your use case?

It looks like that Outline Service is always running in Windows, regardless of use. Meaybe it is better to turn it on only when the app is started and turn it off when the app is stopped.

Maybe it is better to run the Outline Service only while the app is active.

Hi @DeceptivePanda , we are going to rewrite the routing logic on Windows (#2312) which will get rid of the service.
