[BUG] Prompts and Workflows Not Behaving as expected

It seems like a lot of the "prompts" in the MCP are meant to come from the underlying workflow logic, reading what was coded.

But, realistically, we should have two distinct things:

• prompts - these load via the Layer Service, but are single triggering markdowns like any prompts
• workflows - these are "progress state management" workflows where the MCP server keeps track of progress and next steps, so the MCP tools can give the agent context, progress, and next steps.

Seems like somewhere along the way, that was lost or muddied.
