chore: run certain AI workflows from this repo against target repos

Instead of coping the same workflow over and over again, some actions (like those that don’t initiate via trigger) can all be run at once but against many other repos.

Why is this needed?

Simplification. Resolve D-R-Y violation of defining the same workflows over and over again
