Add cloc utility (count lines of code) to neptune-env (and other envs that want it) #1488

For spack-stack-2.0.0, add cloc (https://github.com/AlDanial/cloc?tab=readme-ov-file#development-version) to neptune-env (and other envs that want it, or base-env if everyone wants it). It's already in spack and has not even a single dependency (except compilers), so that should make it easy.

You mean 1.10.0? ;-)
