JEDI-CI updates/rollout for model repositories

The following repositories need to be updated to the "INTEGRATION" build strategy. This also covers some of the rollout work for repositories that were previously incompatible with the old AWS-Lambda-based CI system.

• Add jedi-ci to CRTMv3 JCSDA/CRTMv3#242 tests pass and merged
• Sync or ping existing PRs

fv3-jedi-lm
