Add documentation around our error codes

Error codes are set on the base PHP Exception class. Add documentation explaining that those are there, and what the different categories mean, that some are retryable, etc.

Check to see if there is a canonical list of error codes in the docs on the website - if not, write a ticket in website to add. Then reference that list in this SDK's docs.
