Derailing in custom maps instantly stops any vehicle

When a train derails on a custom map, RigidBody.isKinematic is set to true. This does not happen on the default map. I haven't yet found out why this happens though.

Skipping DerailedTrainCarIsKinematicHandler.UpdateIsKinematicDependingOnLoadedCells fixes derailment. But the actual bug is in
Streamer.IsSceneLoaded I think

The issue is most likely from WorldStreamingInit.IsSceneAndTerrainCellLoaded and WorldStreamingInit.IsSceneAndTerrainRegionLoaded. Both of those require nearScenesStreamer and farScenesStreamer to be valid and loaded, but we don't have either of those since we use our own streamer.

The easiest fix would probably be to assign both of those fields to our custom streamer in MapLifeCycle.
