Currently installs the skill unconditionally. It must be possible to opt-out form it

I'd like to work on this. I plan to add a --no-skills flag shared by both agent-vault run and agent-vault vault run, while preserving automatic skill installation by default and keeping OpenClaw configuration independent. I'll include focused tests and update the CLI reference.
