Recommendations of AHG 9 Representing time: avoid using ISO 19108 & (later) revise to be lighter weight

Recommendations from AHG9 (TC211/N5837):

_- Date and time standards are not the focus of ISO/TC 211. Generally, ISO/TC 211 is a user of date and time standards. The evelopment of date and time standards should be deferred to groups dedicated to it, such as ISO/TC 154/WG 5 “Date and time” and OGC Temporal DWG.

• Experts generally do not think that a “geographic information focused date and time standard” is needed as it is difficult to conceive a date and time topic that only works for geographic information. Most needs for date and time are generic concerns, not bound to the geographic information domain.
• ISO 19108 is still relevant and is being used by some standards. While it should be revised to address some of its weaknesses, it should be made lightweight based on a generic date and time model, such as ISO 34500, which is being developed. It should be revised in the future and confirmed at this round of review.
• ISO/TC 211 should find a way to participate or at least provide input to the groups that focus their work on date and time standards, such as ISO/TC 154/WG 5 and the OGC Temporal DWG. The PMG could consider what types of collaborative arrangements are possible.
• The work of AHG 9 can be considered complete and therefore can be disbanded._

_The four recommendations can be summarised as:

• Date and time standards are not the focus of ISO/TC 211 and should be considered in e.g. ISO/TC 154/WG 4 “Date and time”
• ISO 19108 Temporal schema is still relevant and is being used by some standards. It should be revised in future into a lightweight document based on a generic date and time model, such as the (in progress) ISO 34500
• ISO/TC 211 should provide input to ISO/TC 154/WG 4 and OGC Temporal DWG

PMG recommendation, December 2022: PMG "recommend that projects consider whether their requirements for expressing time can be satisfied by directly citing non-TC 211 time standards from ISO, IETF, and W3C."_

ISO/TC 211 notes the report (N 5837) from Ad-Hoc Group 9 Representing time. ISO/TC 211 resolves to disband Ad Hoc Group 9. ISO/TC 211 expresses its appreciation to Mr. Ronald Tse, for his dedicated work to lead the AHG, and thanks all members of this group.
