Homepage: hero (chant, GitHub org) over the Accessible Ops scorecard

Replaces the project index with a hero linking to chant and the org,
then the seven-tool scorecard against the Accessible Ops factors
(links out to accessibleops.net). blacklight and spicypath move to the
footer.
