Use new template

The previous template is no longer actively maintained and all updates will be on the new template which support multilingual content and other features.

@costateixeira do we need to change something with the new template in existing IG's or can we just replace it?

once this is merged, and built... you do need to tell Grahame to release this version. It is just an ask to Grahame. Then all existing IGs, when rebuilt will end up using the new hl7 base

note that the base does make any narrative pages that had the downloads (zips), will need to be now pulling from "../"
