What is wrong
There was not coded content in the IPS produced by one vendor at EU Connectathon which did not result in a validation error. This is not really a profile issue though we could clarify that the coded content is expected to be present in the testing section of the profile.
The HL7 IPS Obligation on the code-able concept code and text is SHALL Populate if Known [0..*], therefore the validator will not pick it up unless there are additional profile constraints or a Schematron used in the testing validations.
This would extend content we have clarified in the expectations for missing data in the body of the IPS document intended to align with the original content published by ISO TC215 which highlights that missing data has meaning which can not be expressed simply by omitting an RE section without documenting the reason there is no content. As a follow-up, we will review the validator and test plan to be sure such omissions are identified more readily in the testing process.
