The quoted tweet appears in timeline, but opening up the tweet doesn't show the quoted tweet.

This was intentional design by Baedert in Corebird. The "Tweet Info" view focusses on the single tweet, so he didn't put the quote tweet content in there and instead leaves the link to it (which isn't visible in the original tweet).

We could put it in. Twitter does show the quoted tweet. But it's still possible to get to the content.

Not seeing the quoted tweet, when it has important context to it doesn't make sense, but there would have to be a mechanism to click on the quoted tweet to expand it into tweet info view.

There already is an (indirect) method. The second link in that tweet is the quoted tweet. Click on it and it'll open the tweet info for the quoted tweet. If there wasn't media attached then it would be the last link. (That's Twitter's order - we have no control over it).
