non-js and js version of site should be unified

Currently I'm maintaining two versions of the dropchat UI:

https://github.com/HyperionGray/dropchat/blob/master/templates/drop.noscript.html

and

https://github.com/HyperionGray/dropchat/blob/master/templates/drop.html

This is kind of stupid because they are nearly identical files. Using flask templates is much more reasonable OR using javascript to detect and use the right html/js.

In other words I should be templating correctly
