feat(vscode): show runtime restore points

Summary

• Adds a read-only CodeWhale: Refresh Restore Points VS Code command.
• Shows recent side-git restore points from GET /v1/snapshots in the official Agent View panel.
• Updates the VS Code extension README and v0.9 changelog credit trail for the official GUI/VS Code lane.

Stewardship Notes

• This is a narrow follow-up to the already-landed read-only snapshot endpoint from feat(runtime-api): add read-only snapshot listing #2822.
• It helps FR: Title: Adapt CodeWhale to VSCode - Agent View #2580/COPYRIGHT concerns over UNOFFICIAL codewhale extensions on vscode marketplace #2327 by making the official VS Code extension more useful and visibly official.
• It intentionally does not add chat/editor integration, inline edit/apply, marketplace publishing, or retry/undo/restore mutation controls.
• Credits preserved for @AiurArtanis, @VerrPower, @ygzhang-cn, @gaord, and the existing GUI/VS Code demand trail in the changelog.
