WhaleFlow: ship rlm_cache_change.star as the first dogfood workflow

Problem

The workflow engine needs one focused real workflow that dogfoods v0.9.0 on CodeWhale itself before broader marketplace/import/export work.

Scope

Ship workflows/rlm_cache_change.star for changes touching RLM, ARMH, state, hooks, provider code, or workflow replay.

The workflow should include:

1. minimal patch branch
2. regression-test branch
3. architecture-review branch
4. LoopUntil implement/test
5. shared ARMH memo across branches
6. tournament + Pareto reducer
7. teacher review
8. student replay

Acceptance criteria

• workflow runs with mock provider in CI.
• workflow can run with Arcee/student replay when env-gated credentials are present.
• losing_branch_test_harvested passes.
• starlark_generated_workflow_repairs_then_runs passes.

Progress update from maintainer slice #2831:

• workflows/rlm_cache_change.star now models candidate branches, LoopUntil verification, tournament selection, teacher review, and final reduction for the cache-routing dogfood workflow.
• The codewhale-whaleflow crate now has a mock-executor test proving that workflow compiles and runs without live provider credentials.
• The crate also has a generated-workflow repair test that compiles ctx.* aliases and runs the repaired workflow through the mock executor.

Verification used for the PR: cargo test -p codewhale-whaleflow --locked, cargo clippy -p codewhale-whaleflow --all-targets --locked -- -D warnings, cargo fmt --all -- --check, ./scripts/release/check-versions.sh, ./scripts/release/check-ohos-deps.sh, and git diff --check.

Leaving this issue open: this slice does not yet implement Arcee/student replay, live provider fallback, losing-branch harvest semantics, a shared ARMH memo runtime, or TUI workflow mode. Thanks @AdityaVG13 for the original WhaleFlow direction and dogfood workflow shape.
