Prism triage completed for request #34.

• Existing code already contains dormant Tabula publication proposal wiring (CREATE_PUBLICATION) but the form is unreachable from the current proposal UI.
• Recommended first-pass scope: expose publication/output creation in the app and wire the existing form path end-to-end.
• If the issue is meant to generate broader off-chain assets (announcement/article/tweet copy), that needs explicit scope confirmation during approval.
