Better block tags handling or duplicate block handling

Current Issue

• You cannot add the same block twice
• Property only handles boolean tags

Why these are problems

• For example, the mod Fabric Seasons: Extras has a heater and chiller block that has a tag "level" the values are 1, 2, and 3. If you wanted to change the heat for each of these levels, you would have to make duplicate entries for each level, or this can be handled through json without having duplicate entries. It would be helpful for the property tag to allow just more than boolean or allow for duplicate entries for fine tuning values in instances such as this
