add a option to restore enchantments level cap

Description of your suggestion.

I set "allow_special_enchant_loot" to false , but I found that I can still craft enchantments that exceed the level cap in anvil, and I couldn't find an option in config to turn off this feature.
Having enchantments with no level cap is op in many situations, so please consider adding a setting to disable this feature. Thank you.
