offline processing of Level_0 to Level_1 #128

Starting with Geet's comment here, it would be good to think of a way to make the Level_0 to Level_1 processing also possibel if you execute it the first time offline. The docker image containing the ASPEN software would have to get pulled while being online. However, it should not be deepely intertwined with the installation of the halodrops package. Reasons being that a tight connection might hinder other development of the package and also, there will likely be more docker images for other ASPEN version added in the future such that you'd have to find a way to pick the one that you want to have.
