[FR] Webhook to restart mm2 when coins repo is merged to master

Currently the mm2 only returns orderbook data for coins in the local coins file, until file is updated and mm2 restarted.
We should add something to detect when coins are added to coins repo master branch, and trigger a coins file update / mm2 restart when this happens.
