Move settings for interesting event cuts to "DataPublisherSettings"

Currently they are in "EventBuilderSettings", but that does not make
too much sense and complicates things a little bit. Not mission critical.

However, if we keep the current scheme that is the EventBuilder packs the TofEvent and we don't serialize event.write_to_disk we have to change this according to the proposal.

Correction. Implemented flags on the TofPacket allow us to achieve what we need.

The issue evolved. The problem is where we call TofEvent::strip_rbevents. since that should happen before sending, but after writing to disk. Currently that would make the global_data_sink the only place where we could do that. So this needs to either be possible to be done on TofPacket and manipulate the payload, or, we have to slightly change the architecture
