Looks like these cities were organized in community Freifunk Niederrhein.
We can not find an up-to-date website of Freifunk Niederrhein (freifunk-niederrhein.de is down).
There is an alternative website https://freifunkniederrhein.chayns.net/impressum but last news is from jan 2016 - so quite old.

There is only one node in wesel listed on freifunk-karte.de via Freifunk Nordwest. Looks like there is not community in Wesel anymore. Just reusing the technical domain of Freifunk Nordwest. Prove that assumption with Nordwest / Forum, then delete above API file.

There is only one node in xanten listed on freifunk-karte.de via Freifunk München. Now down for 14h, first seen 2 month ago. Looks like there is not community in Xanten anymore. Just reusing the technical domain of Freifunk München. Prove that assumption with München / Forum, then delete above API file.

The foobar e.V. is a society that runs a hackerspace in Essen. This e.V. hosts physical events / meetings of Chaos Pott. Chaos Pott is a Erfa-Kreis/Chaostreff of Chaos Computer Club.

I got feedback from the foobar e.V. mailing list: They no longer feel in charge for Freifunk or API files in that region.
Foobar e.V. has only one Freifunker left. In parallel i had contact to Erik Schauer from Freifunk Essen e.V. that confirmed that most (all) Freifunker moved from Foobar e.V. to Freifunk Essen e.V..

Foobar e.V. knows about one person that is not member of foobar e.V., but is somehow active in that region. So i ask to send contact details. But 1 person is for sure not a "community"!

So if at all someone feels responsable for this region / these cities, then i will probably find them in Freifunk Essen e.V..
