Implemented as stock commitments per device. Implement StockCommitment #1297
Relaxation of SoC constraints is done by setting a price (penalty) for targets not met.
Support user testing with a toggle field. Toggle relaxed SoC with boolean flex-model field #1363
Dev release.
Ard and Felix will use the UI to set prices for V2G clients, so that these live on the db rather than being sent with every flex-model.
