Describe the bug

The element highlighted loads in after the rest of the page has rendered, causing the main flag list to jump down after load.

Can we render this box at page load and then populate it with data after the event?

Steps To Reproduce

1. Log in.
2. Go to "Features" page
3. Watch the page load and the flag list jump down

Expected behavior

Flag list does not jump down
