[CSIT-1976] 2n-spr: E810 TG-TG link is always down on TB24

Description

The test failure symptoms are identical to CSIT-1936, but that ticket is for occasional failures, while this is deterministic. Trending [0] shows last unaffected TB24 run at 2024-08-31 and first bad run at 2024-09-21. Similarly to CSIT-1956 this affects only one testbed, hinting at infra issue, but in this case TRex initialization works, only trials fail [1].
