[JVPP-3] Add unit tests for Java API generator #3

The tests should check if

jVPP can be generated for given set of API files,
the generated code compiles,
compiled code can be run,
data are correctly translated from Java (host order) to VPP (network order) and back.

Investigate make test ext, which seems to do something similar for vapi and vom:

vpp/test/ext
