To reproduce, build VPP with:
https://gerrit.fd.io/r/#/c/12544/

start VPP and then invoke (configures 100K ACLs in 5 trials):

sudo java -cp jvpp-registry-18.04.jar:jvpp-acl-18.04.jar \ io.fd.vpp.jvpp.acl.examples.perf.FutureApiAclPerfTest 100 1000 false
