033-vector-implementation.md内でconstexprについて

constexprというキーワードがあるが、ここでは気にする必要はない。あとで学ぶ。

となっていますが、後ろの部分を見ても十分な説明がないように思います。
その後もコード例などにconstexprは出てくるため、説明を追加してほしいです
