Camera Effects Like Screen Shake Does Not Work With Shoulder Surfing (NeoForge 1.21.1)

Description

I was playing Minecraft with Mowzie's Mobs and L_Ender's Cataclysm, when I notice the screen shake effects from these mods do not occur on shoulder surfing perspective.

Steps to reproduce

1. Install any mod that has camera effects like screen shake (Mowzie's Mobs, L_Ender's Cataclysm, etc...)
2. Open Minecraft NeoForge and go to any world.
3. Switch to any perspective except shoulder surfing.
4. Trigger anything that causes screen shake (Axe of a Thousand Metals Shift RMB Ability (Mowzie), The Incinerator RMB Hold Ability (Cataclysm).
5. Switch to shoulder surfing perspective and repeat the same process above.

Thanks for reporting the issue. I'm unclear what to do about it. The mods listed use a NeoForge events to modify the camera rotations. However, other mods might use the same events to implement more significant changes to the camera rotations. Because of that uncertainty, Shoulder Surfing overrides any changes made by other mods to ensure it's functionality does not break unpredictably.
