Change the names of the symbology categories from Highest Risk, Medium Risk, Low Risk, etc. to Highest Potential Savings, Medium Potential Savings, _Low Potential Saving_s, etc.

Change the order in which these categories are listed in the table of contents so that they are in order from Lowest to Highest to match the other layers in the map.
