Popup not showing up if a map server layer is added without layer ids

A user reported a behavior noticed in viewing the popup of map server reference layers. If the layer is added without specifying the layer id in the webmap, it doesn't show the popup in the app but it works when the URL is added with the layer id in map viewer.

In map viewer we can see the popup irrespective of how it is added.
