Add a message to indicate app user that app is filtering results based on current map's extent

Describe requirements

An app user may not have any knowledge that the app is set to be filtering by map extent. In a scenario where they notice a lot of features on the map and panel on load, upon viewing one of the features and going back to the main panel, they’d see only a few features rendered on the map and panel. This behavior would be a bit odd and confusing. To avoid confusion, we can add a message on the panel that the map and panel filter results based on the current map's extent.

Message to show

"Results are filtered based on the current map view."
