Reproducible build is not deterministic

Starting with v25.02, the reproducible builds fail to produce consistent checksums. From what I can determine, this stems from the clnrest plugin and a dependency on uptoipa-swagger-ui.

The options seem to be:

• remove the swagger UI from clnrest
• resolve the issue upstream, i.e. utoipa #1369
• replace with an alternative API documentation UI

We can fork it apply the PR and point to the github repo to get deterministic builds for 25.05 btw.
