Custom policy rule 'FileSize' not working

I tried to make a custom policy with FileSize as a rule, but it does not seem to work. No matter what I enter in the FileSize field, it never gives me an error.

I know I have to fill in a value in bytes, so first I looked in an earlier report to see the file size in bytes of my file. I then played around with the value (=, >, <), but never got an error. Then, I entered a very large value (f.e. 200000000000000000000, also in the screenshot) and played around with it, but never got an error when validating the files.

Summarized: the validation says that my file is conform with this custom policy rule, but it is not.
