Enable containerd snapshotter for dind

Docker v29 and later use containerd snapshotter https://docs.docker.com/engine/storage/drivers/select-storage-driver/.

The containerd snapshotter has been temporarily disabled (in buildkitd/dockerd-wrapper.sh) to ensure the dind images and autoinstall still function.
