Capella engine will not launch

With nothing but ReStock, ReStock+, and CNAR installed, any small craft with the Capella engine cannot launch. It acts as though it's trapped in the ground. Mesh error of some kind?

This is no error. That tiny engine is meant to be lauched as upper stage in thin air.
