Error trying to compile

SettingsForm.resx is missing when trying to compile on Visual Studio 2020

I did a hack job that got it to compile and run. Tho I didn't fully test it out.
Copy the OverlayWindow.resx and rename it to SettingsForm.resx
I didn't go any further than that to change what was in the file.
