Bump to 4.0.0

Releases the new Vancouver, Edmonton and Winnipeg entries, which Todoist
needs before British Columbia, Alberta and Manitoba stop changing their
clocks in November 2026. The release also drops `Canada/Central` from the
list, so it is a major version under the changelog's SemVer promise.
