Implement Featured Projects section

We need to implement the Featured Projects section of the landing page.
A screenshot of the exact design will be attached to this issue.
The goal is to reproduce the layout, colors, typography, spacing, icons, and responsive behavior as shown in the design.

🎯 Tasks

Review the attached screenshot of the landing page Featured Projects section
Implement a pixel‑accurate hero section component that matches the design.
A styled Animation should be applied on the projects card when hover on them
Include required elements such as:

• Any icons, background shapes, or effects shown in the screenshot
• Ensure full responsiveness:
  • Desktop view
  • Tablet breakpoint
• Follow the existing project structure and coding conventions.

I'm a full-stack developer with experience building frontend applications, backend APIs, and blockchain/smart contract systems. I actively contribute to open source and focus on writing clean, maintainable, and secure code.

My approach would be to understand the existing architecture first, implement the required changes in a structured and scalable way, and ensure proper testing and documentation where needed.
