Fail if deploying a stack to a new location

Once a stack has been deployed to a location, it will be recorded in the deployments table, we should fail if a user tries to deploy a stack to a new region or cloud account. We should instead advise the user to create a new stack for that location.

This is handled in #1721 It's not really relevant in interactive mode anymore since you have to choose a stack. In non-interactive mode, we will fail if more than one stack is known
