[Feature] Seperate SynapseInstaller to have its own CI #112
Description
Running the entire runtime's CI checks isnt needed when only files in synapse_installer have been changed and just takes time, can be seperated to it's own ci checks, synapse_net should trigger synapse_core but synapse_core doesnt need to trigger synapse_net
