We heard from a developer working on Hospital Price Transparency solutions for Hospital systems leveraging Drupal and they had some trouble finding official CMS policy, regulatory guidance and other official CMS.gov resources.

CMS Key Issues
Anything else that would provide context for developers navigating CMS policy.

The developer we had conversations with was less "Civic Technologist" and more "General engineer who is not familiar with how public policy and public comment periods" so this may be something like an a primer on how to better understand government as well.
