[BUG]: Ostrum pillar & Calorite pillar are disabled in survival mode

As shown in the title. 
Tier 3 & Tier 4 Rockets need them. 
戴斯柱好歹还能在月球里挖到一点, 紫金柱就完全找不到哪里能生成了.
