Neon Summer 2018 overview

• Finish and test Neon as Rodan job
• Incorporate latest MEI version
• Test individual features of Neon with toy MEI file, and make test with output of pitch finding and MEI generator
• Apply better logic for handling missing elements such as clefs, stafflines, and custos
• Incorporate extra missing neume types (check latest Salzinnes classifier)
