[Bug]: Standards Template "Run Template Now" not honoring "Select Tenant"

• I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.
• I have searched existing issues (both open and closed) to avoid duplicates.
• I am not requesting general support; this is an actual bug report.

Issue Description

If you were to trigger a manual standards template to run on only a selected tenant, the template will run against all tenants that have been added to the template rather than just the selected tenant.

Steps to reproduce issue:

1. Go to Standards & Drifts > Standards Management > Templates.
2. Click the Meatball menu icon of the template.
3. Click "Run Template Now"
4. Select only one tenant in the "Select Tenant" dropdown.
5. Wait awhile and go to the Microsoft portal of at least one of the tenants that was not selected in Step 4.
6. You will see the configurations have been pushed to them even though you didn't run the standards template against them.
