The system should instead require that all assigned recruiters complete their reviews before progression occurs. If no recruiters are assigned, the application should not advance, even if an admin submits a review.

Acceptance Criteria:

• Application stage only progresses once all assigned recruiters have submitted reviews
• If no recruiters are assigned, the stage does not progress, regardless of who submits reviews
• Include demo video to validate this workflow
