Add machine defaults per district #680

Suggestion

The point of some planet mods is to change and/or lock up parts of the production chain to various degrees and have the player research new tech "from scratch".

I find FP could use machine defaults per district to accomodate the above, e.g. a new button next to the 2 "Machine & Modules" existing ones for "everywhere"/"categories the machine is a part of".

If "default for district" is selected, it overrides machines only for factories present in that district. For factories copied to that district, I guess there might be an option to "apply district override" but not sure what incompatibilies that would create (so maybe display a warning?)

Then, whenever I create a new district-specific factory, I wouldn't have to change from the global defaults which are fine for almost every other planet, to the ones specific to the planet I'm working on.

For example I have to constantly reset machines to their basic kinds (e.g. electric drill instead of Big drills), using Normal quality with no modules at all on the planet I'm on: it doesn't allow cargo drops until very late in its progression, while I have legendary+ (modded) quality everywhere else already. It makes no sense to change the category or global defaults for just that one planet either, since I'm traveling all over the place with Planet Hopper/remote view.
